nexus kommentiert BMVBS-Handbuch zur Bürgerbeteiligung
Mit einem "Handbuch Bürgerbeteiligung" will das Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS) die Bevölkerung stärker als bisher einbeziehen. "Das Abarbeiten gesetzlicher Beteiligungsverfahren allein reicht heute nicht mehr aus", meint Minister Peter Ramsauer (CSU). Die Zustimmung zu Projekten müsse erhöht werden, indem sowohl Kritiker als auch Befürworter von Anfang an mitgenommen werden. Nach Einschätzung von nexus-Bereichsleiterin Dr. Angela Jain lässt die vorliegende Entwurfsfassung des Handbuchs jedoch noch viele Fragen offen.

Projekte "Sustainable Hyderabad" und "Young Cities"
nexus Institut auf Hannover-Messe
Klimawandel und Bevölkerungswachstum erfordern in vielen Regionen der Erde, dass mit Ressourcen besonders nachhaltig und effizient umgegangen wird. Die Hannover-Messe Ende April diente als Plattform, um über nachhaltige und grüne Umwelttechnologien zu diskutieren. Das nexus Institut war am Stand des Bundesministeriums für Bildung und Forschung (BMBF) vertreten. nexus bearbeitet derzeit zwei Projekte aus dem Programm "Future Megacities".

Presenting: Neele Reimann-Philipp
All of the important information available on the nexus Institute website is also available in English. Since January 2011, Neele Reimann-Philipp has been responsible for the translations. As a fluent English-speaker, the 23-year-old translates texts for the institute – from news announcements on the website to longer and more complex research reports. “It is a very interesting task, as I am involved in many different research areas,” says Reimann-Philipp.

Project “Youth with Perspective”
Competition continues
The competition “Youth with Perspective” continues. Until May 31, 2012, young people (between the ages of 14 and 19) from eastern Germany can submit entries. The thematic background of the competition is the demographic change occurring in many eastern German regions. Submissions should be focused on opportunities for the future in eastern Germany. “Individual wishes and expectations, but also living and career opportunities in eastern Germany should be creatively explored,” says Ansgar Düben of the project team. Prizes totalling 10,000 Euro will be awarded.

Vorerst keine Flüge mit ehrenamtlichem Bordpersonal
Die in der gestrigen Meldung beschriebenen Flüge mit ehrenamtlichem Bordpersonal müssen am Boden bleiben. Es handelte sich um den Aprilscherz des nexus Instituts. "Niemand hat - soweit uns bekannt - die Absicht, einen solchen Verkehr zu eröffnen", sagte Martin Schiefelbusch den Journalisten. Richtig sei, dass Mitarbeiter des Instituts Bürgerbusinitiativen beraten, die Übertragung dieser Idee auf den Luftverkehr sei aber doch schwierig. "Und vielleicht ist das auch ganz gut so", meint Schiefelbusch.

Neue Wege auch in der Luft: nexus berät Ryanair beim Aufbau des weltweit ersten BürgAirBusses
Berlin/Dublin - Fliegen gehört heutzutage für viele Menschen zum Alltag. Dass dies möglich wurde, ist zu einem guten Teil dem stetigen Ausbau immer preiswerterer Flugverbindungen zu verdanken. Doch die Krise geht auch an dieser Branche nicht spurlos vorüber. Mehrere Verbindungen, etwa von Berlin-Schönefeld nach Frankfurt (Hahn) mussten bereits eingestellt werden. Die im Low-Budget-Bereich europaweit führende irische Fluggesellschaft Ryanair geht jetzt neue Wege: Im "BürgAirBus" beteiligen sich die Passagiere aktiv an der Durchführung der Flüge. Das Berliner nexus Institut berät das Unternehmen bei der Umsetzung dieses innovativen Konzepts.

Documentation of the future workshop “Mobil in Lübeck 2030” is now available
Climate protection should be central to mobility of the future – so reads the result of the future workshop in Lübeck with 21 members of the car sharing cooperative “StattAuto e.G.” The organisation, founded in 1992, celebrates its 20th birthday this year. For the occasion, the participants discussed the state of the city’s mobility for an entire day.

Project “Governance und Participation in the Telangana Region”
Salon on governance und participation in Hyderabad
The South Indian region of Telangana hopes to become an independent federal state. With a salon, nexus and the Friedrich-Ebert-Stiftung used this opportunity to discuss the future of governance and participation in regard to water distribution. One result was that the tank system should be revived. Thereby, water would be available to all rural residents. The participants also expressed wishes for increased local participation.

Project und competition: “Youth with Perspective”
Successful opening workshop in Halle (Saale)
Be brave, have ideas and get involved: more than 70 participants discussed ideas and concepts for the perspective of young people in education and the job market in eastern Germany. The ideas were diverse, outcome-oriented and innovative. The guests included young people, businessmen and –women, employees of industry and trade chambers, representatives of youth work and municipal institutions. “The workshop was a successful opening for the youth competition, which continues until the end of May 2012,” said Ansgar Düben of the project team.

Book on planning cells now published in Japanese
The book "Demokratisch, praktisch, gut: Merkmale, Wirkungen und Perspektiven von Planungszellen und Bürgergutachten" (EN: Democratic, practical, good: characteristics, effects and perspectives of planning cells and citizen assessments), by Peter C. Dienel, is now available in Japanese. The citizen participation method, which was developed by Dienel, has met with extensive interest in Japan in recent years. The book describes 30 years of experience with planning cells, a method developed by the author himself in the 1970s.

To go or to stay? Statement on the demography of Eastern Germany
The scenario of empty regions, dying villages and a barely dynamic economy has mental consequences when individuals leave the new Federal States of Germany. Christiane Dienel emphasises this is her statement "To go or to stay? Emigration out of eastern Germany and the transformation of the sense of home since the reunification of Germany." Following reunification in 1989, emigration did not normalise. "The loss of young people, especially young women, continues to be a constant in the demography of eastern Germany", says Dienel.

According to estimates of Hans-Liudger Dienel, there is currently a historical opportunity to permanently integrate citizen participation methods in administrative and planning practices. "The institutionalisation of citizen participation can offer an important contribution to efficient and economic administration if correctly implemented", emphasised Dienel in his lecture.

Citizens Bus in Saarburg modifies timetable
The Citizens Bus in Saarburg has modified its timetable. The driving times for Line 3 have been shortened. Now, the bus will need only an hour between leaving the Heckingplatz in Saarburg, arriving in the most southern and southwestern localities, and returning to Saarburg. On Thursday morning, Line 3 services Dittlingen, Südlingen, Esingen, Helfant, Wehr, Palzem, Kreuzweiler, Dilmar, Rommelfangen, Körrig and Kahren.

Lecture on trust as the basis for successful social interactions
Trust, according to Dr. Birgit Böhm, is a complex phenomenon which cannot easily be intentionally manipulated. "Characterising planning cell participants as citizen consultants demonstrates appreciation for their role and engagement", emphasises Böhm. It both creates a common symbol and assists participants in trusting one another. Participants should not only trust the moderators, but also one another. This is one basic requirement of participative methods, in order for social interactions to be successful.

Competition "Youth with Perspective" begins with a Workshop on the education and employment situation in eastern Germany
The situation of education and employment in eastern Germany is constantly improving. The number of trainee positions is increasing. However, many young people still do not find a trainee position in the surrounding region and migrate. In addition, some do not become offers from employers because they are disadvantaged.

The project "Citizens buses in Rhineland-Palatinate" will be continued in 2012. "We are excited to be able to continue mentoring local groups and initiatives in regard to citizens buses", explains project leader Dr Martin Schiefelbusch. Living in rural areas can have many advantages. Some things, however, are more difficult. Distances to shopping facilities, the post office, banks or doctors are often greater than in the city. "Scattered towns or remote farms in Westerwald, Hunsrück in Palatinate or the Eifel cannot easily reach public transportation. The citizens bus can be a solution", says Schiefelbusch.
