The administrative, functional and territorial reform is an important and currently much discussed project of the Thuringian state government. Through a preliminary law passed by the state parliament before the summer break in 2016, a legal framework for the reorganisation of the territorial structures is already in place. But how the reform will be implemented to modernise the administration and make it more citizen-oriented and service-oriented is still open. In a participation process called citizens’ appraisals from planning cells, randomly selected citizens have the opportunity to contribute their experiences, expectations and wishes. Starting at the end of October 2016, one planning cell will take place in each of the four planning regions of Thuringia (North, East, Southwest and Central Thuringia), with 24 people participating in each. The aim of the work in the planning cells is to work out concrete possibilities for change and improvement and finally to formulate recommendations to the state government. The results of all four planning cells will be compiled by nexus as a neutral implementing agency in a citizens’ report, which will be handed over to the state government at the beginning of 2017. The nexus Institute is conducting the planning cells on behalf of the Thuringian Ministry of the Interior and Local Government. As a neutral implementing agency, however, the institute is independent in the conception and implementation of the planning cells as well as in the preparation of the citizens’ report.Duration: 07/2016 – 02/2017
