The Site Selection Act (StandAG) regulates the individual procedural steps and public participation in the search for and selection of a site for a repository for high-level radioactive waste. The Federal Office for the Safety of Nuclear Waste Management (BASE) supervises the search for the repository site and is responsible for public participation. The site selection procedure is designed as a self-questioning and learning process. In terms of public participation, this means that participation formats should be evaluated at appropriate intervals. On behalf of BASE, the nexus Institute conducts the evaluation of the first legally required participation format in the site selection process, the so-called “Fachkonferenz Teilgebiete”. The Fachkonferenz Teilgebiete is a nationwide participation procedure. The task is to give citizens an insight into the status of the work and to discuss the first interim results.
The aim of the evaluation is to provide scientific support for the implementation of the conference. The findings should serve BASE in the planning and implementation of further participation steps and formats in the site selection process.
In addition, the study is intended to provide comprehensive scientific findings on success factors of citizen participation and thus make a current contribution to the scientific discourse of participation research.
For the evaluation, among other things, a survey of the participants will be conducted at each date of the conference and supplemented by qualitative interviews.
